Dear Marshal Williams:
You are authorized and required to proceed to Moscow and/or Poti, Union of Soviet Socialist Republics, to arrest and return to the jurisdiction of the United States James M. Hendrix for trial on charges of murder.
In furtherance of this mission, you are required to cooperate fully with authorities of the Union of Soviet Socialist Republics and officers of the United States Department of State. Additionally, you are authorized to carry with you firearms, ammunition and restraining devices appropriate for the completion of this assignment.
